Intrastat: check whether it applies to you
What is Intrastat?
Intrastat is a statistical system for trade in goods between EU countries: it monitors and gathers information about such trade. It collects data on exchanges of goods and forwards them to national and EU authorities responsible for statistics on trade within the Community. Businesses provide this information through Intrastat Dispatch and Intrastat Arrival declarations.

Who must submit Intrastat declarations?
Not everyone carrying out intra-EU transactions must file information returns. Under the rules, the obligation applies to natural and legal persons and organisations without legal personality that are VAT taxpayers, trade with entities in other Community countries and exceed specified thresholds. The President of Statistics Poland announces those thresholds for each reporting year.
What should you know about reporting Intrastat data?
Imports and exports of goods
Intrastat reporting covers both imports and exports of goods. Entrepreneurs must report the value, quantity and type of goods moved between EU countries.
Net revenue and reporting threshold
If a taxpayer exceeds the threshold only for dispatches or only for arrivals, they submit declarations only for the trade exceeding its threshold. In other words, crossing just the dispatch threshold means reporting dispatches but not arrivals, and vice versa.
The following statistical thresholds applied in 2023 to entities trading with EU countries:
· basic threshold:
– for arrivals: PLN 5,000,000
– for dispatches: PLN 2,700,000
· detailed threshold:
– for arrivals: PLN 80,000,000
– for dispatches: PLN 128,000,000
Declaration timetable
Entrepreneurs throughout the EU must submit Intrastat reports. Filing deadlines depend on their country of operation. In Poland, the deadline is ten working days after the end of the reporting month.
Duty to complete a declaration
An entity must complete an INTRASTAT declaration if:
the value of goods it imported or exported in the year before the reporting year exceeded the basic arrival or dispatch threshold for the current reporting year;
the value of goods it imported or exported exceeded the applicable basic arrival or dispatch threshold during the reporting year. In that case, the entity must start filing INTRASTAT declarations for the reporting period in which the value of arrivals or dispatches exceeded the corresponding basic statistical threshold.
What are the differences between basic and detailed thresholds?
An entity whose trade is between the basic and detailed thresholds need not complete certain fields in the INTRASTAT declaration.
