On 11 March 2025, following consultation with the European Parliament, the Council of the European Union formally adopted the ViDA package, VAT in the Digital Age. What is ViDA, and what does it mean for businesses? How will it affect Poland's KSeF system, mandatory for Polish companies from next year? Read on!
The ViDA package – what is it, and what does it mean for businesses?
ViDA is a set of EU regulations adapting the current VAT system to today's digital reality. It concerns all businesses selling goods or services to customers in the European Union, including online e-commerce platforms and intermediaries, regardless of where they are established.
VAT in the Digital Age will be implemented according to a timetable based on three major milestones:
- The first milestone, already passed, is no longer requiring European Commission approval for domestic e-invoicing;
- The second milestone, scheduled for July 2030, requires domestic e-invoicing systems to comply with EU standards, with certain exceptions for pre-2024 systems, and makes e-invoicing mandatory for intra-Community transactions, with a short ten-day invoice issuance deadline from the event giving rise to the tax obligation;
- The third milestone, scheduled for January 2035, means full harmonisation of e-invoicing systems across all EU member states.

The changes above are the most important ones directly relating to e-invoicing system implementation and adaptation. ViDA also provides, among other things, for:
- Gradual expansion of OSS, including, from 1 January 2027, reporting B2C supplies of heating, electricity, cooling and pipeline gas;
- Introduction of Single VAT Registration from 1 July 2028, significantly simplifying registration obligations for certain taxpayers operating in multiple EU countries;
- Expansion from 1 July 2028 of VAT settlement obligations for digital platforms facilitating passenger transport or short-term residential rentals.
ViDA and KSeF – what do business owners need to know?
Just a few days ago, our blog published an article on the National e-Invoicing System. It will become mandatory for all businesses operating in Poland next year, bringing a true revolution in issuing and storing invoices.
There is a reason we must mention Poland's KSeF again when discussing ViDA.
Poland obtained European Commission approval for KSeF before 2024 and has until 2035 at the latest to align it with EU standards.
Adaptation may be essential because KSeF in its current form differs from the European standard. Its schema and Polish XML format have a different, broader scope than EN16931.
However, ViDA permits countries to introduce schema conversion from domestic to EU format. Such conversion may therefore become possible instead of adapting the domestic KSeF schema to EU standards. It is too early to predict whether this will happen. Businesses must keep abreast of developments...

Summary
Legislators at both national and EU level have long recognised that the existing VAT system is not adapted to today's digital age. E-invoicing regulations are therefore being implemented gradually. Are you ready? If not, now is the right time to prepare. Remember that KSeF becomes mandatory for all businesses in 2026!
