Deregulation has been a frequently repeated word in recent months. It began on 10 February this year, when Prime Minister Donald Tusk presented the economic plan “Poland. A Year of Breakthrough”. One of its fundamental pillars was and remains deregulation: simplifying regulations, particularly those concerning the economy and business. Six months have passed since the initiative was announced, with strong involvement from Polish business leaders headed by InPost CEO Rafał Brzoska. It is time to analyse the progress of Poland's large-scale deregulation campaign.

How is Poland's economic deregulation progressing? SprawdzaMY submitted 487 proposals to the government!

On 10 February 2025, during an event at the Warsaw Stock Exchange presenting the economic plan “Poland. A Year of Breakthrough”, Prime Minister Donald Tusk invited InPost CEO Rafał Brzoska to help with the plan's deregulation component.

Brzoska quickly took up the challenge and led an initiative called SprawdzaMY, gathering experts from different fields and promptly starting work on solutions to simplify Poland's legal regulations.

The initiative developed an unprecedented model of cooperation between society and government, submitting as many as 487 proposals during its first 100 days.

A report by the Entrepreneurship Support Foundation, produced with BCG, DZP, GWW Legal & Tax, Ibris, Oldman Sage and PwC, shows that the government accepted 211 of the 350 projects submitted during the first stage. What are the most important ones?

These proposals are at different stages of processing. Some changes already apply, while others have completed the legislative process and await commencement.

The Entrepreneurship Support Foundation's report on SprawdzaMY's initial results states that as of 27 June 2025, 36 deregulation proposals had already been implemented in Poland's legal system. That number has continued to grow since then…

Key proposals already implemented include an act reducing the frequency of business inspections, signed by the President and now awaiting commencement. This is a significant convenience for all businesses, particularly microbusinesses, whose maximum inspection duration was reduced from 12 to 6 days.

The same applies to a change allowing the discontinuance of administrative proceedings suspended long ago. The previous Administrative Procedure Code did not provide this option, leaving many cases open despite no realistic prospects of resumption.

The President has also signed a change introducing new service-of-documents rules in administrative proceedings, requiring another delivery attempt before deemed service and expanding the group entitled to receive correspondence, as well as a change allowing attachments to administrative decisions to be served electronically.

Provisions improving mediation and introducing single-instance proceedings for selected administrative cases will also take effect soon.

The President also approved new definitions of a craft and a craftsperson and the possibility for craftspeople to operate through a company. This gives these businesses a wider choice of forms of business activity.

Changes that have successfully completed the entire legislative process also include removing formalities for lodging a complaint against an administrative procedural order and a new option to attend National Appeals Chamber hearings remotely.

Not all deregulation changes must follow the entire legislative process. Some are implemented through guidelines and regulations. This happened with SprawdzaMY's most popular proposal concerning people with disabilities. Under a regulation by the Minister of Family, Labour and Social Policy, thousands of people with disabilities in Poland will receive certificates valid for longer periods than before.
